Strategic Housing Investment Plan (SHIP)

Strategic Housing Investment Plans (SHIPs) are prepared by Scottish local authorities and submitted to the Scottish Government every year.

A key part of the Local Housing Strategy (LHS) process, the purpose of the SHIP is to set out affordable housing development priorities which guide the way in which Scottish Government funding and other resources will be allocated to achieve LHS outcomes.

The SHIP is a five year rolling plan which is reviewed and refreshed annually to reflect progress with project delivery and emerging housing priorities going forward.

The Strategic Housing Investment Plan 2026-2031 was approved at the Housing and Technical Resource Committee on 17 December 2025.

This has been submitted to the Scottish Government for approval and covers the five year period from April 2026 to March 2031
