Community asset transfer
Consideration of multiple requests to lease Coulter Hall
Reference CAT/24/0001
Coulter Village Hall is one of the buildings South Lanarkshire Leisure and Culture plans to withdraw from following their budget meeting in February of this year.
We've set up a community fightback fund with the intention to support local residents and community groups to take on the leases of these properties to operate them on behalf of their local community and save them from closure.
Interested parties were invited to submit expressions of interest for these buildings detailing their intentions and ability to continue their operation in the short term through a short-term lease, if they were successful.
Multiple groups expressed an interest in operating these properties and it was agreed that a process would be put in place to let local residents express support for the group they thought would be best suited to manage the property. This information would be used as part of the consideration.
Three groups have expressed an interest in short-term leasing Coulter Village Hall to see if their plans are viable for the long term. The three interested parties are as follows:
Biggar Young Farmers – operate activities for young farmers and offer local community groups continued access
1st Biggar Scout Group – operate local scout group and offer local community groups continued access
Coulter Village Group – community ownership and commitment to continue to service existing lets
