Aims and ObjectivesLocal Letting Initiatives (LLIs) provide the means for varying the housing allocation policy to take account of the local needs and demands. The intended outcome of the Local letting Initiative is to increase tenancy sustainment and reduce the number of void properties within Kelvin Gardens, Hamilton.

The issue within Kelvin Gardens, Hamilton is one of tenancy sustainment. There are 80 Council properties within Kelvin Gardens - 73 properties are two bedroom and 7 are three bedroom properties. From the period between January 2018 and January 2019 there were 21 properties which became available for let resulting a turnover of 26% in one year. The high turnover of properties is both costly to the Council in terms of void rent loss and repair work required on the properties.

In terms of rent arrears 40 tenancies are currently in rent arrears. Kelvin Gardens only comprises of 1.9% of Hamilton housing stock however 4% of the rent arrears in Hamilton are within Kelvin Gardens.

To promote and encourage tenancy sustainment within Kelvin Gardens the following initiatives will be put in place:-
1. To provide budgeting advice prior to tenancy commencement a Money Matters referral/appointment will be made for prospective tenants at offer stage to ensure a more preventative approach.
2. To ensure that the prospective tenant is ready to sustain a tenancy, a housing support referral will be made In an attempt to ensure applicant is ready to commence a tenancy.
3. Each property will be carpeted throughout unless carpet/flooring that has been left by outgoing tenant is in an acceptable condition. This will assist with reducing tenants initial outgoings, reduce refusals at offer stage and support the tenant settling into their new home.
4. Enhanced estate management input to area in terms of frequent block/area inspections and prompt action to deal with any environmental issues
ConclusionThe intended outcome of this LLI is to increase tenancy sustainment and reduce the number of void properties within Kelvin Gardens by putting in place the following initiatives:-
