Aims and Objectives | Local Letting Initiatives (LLIs) provide the means for varying the housing allocation policy in order to take account of local needs, demands and circumstances. Whitlawburn has had an extensive regeneration programme and work is due to complete by April 2023. There was full consultation with the existing tenants to gather their views and vision for the future of the community, which led to the development of the East Whitlawburn Masterplan. This in turn recommended full demolition of 380 existing poor-quality properties to replace with sustainable, affordable, quality homes which were desirable and transformational for the area and the community. In addition, there is currently an ‘Our Place Our Plan’ for Whitlawburn, with an active stakeholder group who vote on how to spend the participatory budget in the area. By introducing this LLI, it demonstrates Housing and Technical Resources’ commitment to working alongside our local residents to recognise their priorities, to bring real and lasting change, which will lead to growth, development and sustainment in the Whitlawburn community. The LLI will apply across all properties in this area and gives priority to applicants with a local connection in that one in four lets are allocated to applicants who meet these criteria, up to a maximum of 25% of total lets. Local connection is: - current tenants or residents of Whitlawburn - relative of a tenant or resident of Whitlawburn. A relative can be defined as mother, father, brother, sister, aunt, uncle, niece, nephew, cousin, grandparent, in-laws or stepfamily members. - any other resident within Whitlawburn or former Whitlawburn resident who has lived in the area for more than 5 years. . The intended outcome of the LLI is to ensure a more stable and sustainable community. The local letting rules relating to one in four lets have proved successful in nearby Cathkin area. The LLI applies to 7% of the total stock in Cambuslang. |
Conclusion | The LLI provides the means to vary the housing allocation policy and allow applicants with a social or economic connection to the area to be prioritised for housing. The key outcome of this LLI is to achieve a stable, successful local community within Whitlawburn. It is anticipated that the initiative will continue to contribute to: - lower level of tenancy turnover - lower level of tenancy failures - higher level of satisfaction with the area/tenancy allocation process - demand on housing lists from applicants The LLI will be reviewed annually to ensure that it is operating effectively and the outcomes are as expected. |
