ResponseThe council recognises that the surfacing through Newbarns Street would benefit from replacement, similar to many other roads in South Lanarkshire. The council has a responsibility to allocate resources in a responsible manner in order to achieve the greatest benefit to the wider community. This is done by prioritising potential schemes based on set criteria.  These include road condition, usage, route importance, maintenance category, claims and reported defects, and assistance to other council priorities. In practical terms, this has meant that the funding has mainly been invested in improving the main road networks and minor arterial roads rather than the residential roads.

In terms of pavements, the Scottish Parliament has passed the Transport (Scotland) Act, which makes it illegal to park on any footway, except on streets where the council makes an Exemption Order to allow such parking.  The council is currently awaiting guidance from Transport Scotland with respect to enforcement of the new offences and appropriate locations for Exemption Orders.  Once such guidance has been received and implemented, then the new offences will be enforced by our Parking Attendants, commensurate with their other duties and priorities.  It is anticipated that this will take place towards the end of 2023.

The parking problem referred to is caused by increasing car ownership in some high-density residential areas that were built at a time when there was not a need to accommodate the number of cars present today. Solutions are being considered.

We are considering Newbarns Street for inclusion in the annual maintenance programme and as such, the road will be assessed against the selection criteria.
