Aims and Objectives | Local Letting Initiatives (LLIs) provide the means for varying the housing allocation policy to take account of needs, demands and circumstances. The Local Housing Strategy (LHS) highlights that across South Lanarkshire there is a mismatch between population and housing provision. Making best use of housing stock to meet needs is a key priority within the LHS and LLI contributes to achieving this. The LLI in operation applies to Wyler Tower and Almada Tower and gives priority for housing to applicants with an assessed mobility need. The LLI applies to 2.6% of the total stock in Hamilton. The LLI does not prevent applicants without a mobility need from applying for this type of housing and the initiative will be managed locally to mitigate the impact on other applicants. Whilst there is a range of property types across Hamilton, it is recognised that not all stock is suitable for applicants with a mobility need. Multi storey properties have a level or ramped approach as well as other attributes which make them suitable for applicants with mobility needs. Although there is a reasonable amount of sheltered and amenity stock in Hamilton, it continues to be difficult to meet demand for suitable housing for those with an assessed mobility need. The LLI is intended to increase the range and supply of housing available to those with mobility issues within existing housing stock. |
Conclusion | "While the LLI allows applicants with a mobility need to be given priority for housing in these properties, it does not prevent other applicants from applying for this type of housing (although they may receive a lower level of priority depending on their individual needs) or for other types of housing which would be unsuitable for those with mobility needs. The multi storey properties will continue to be allocated on the basis of an assessment of housing need, in line with the Housing Allocation Policy. It is not anticipated therefore that there will be a significant impact on the Council's equality duties. THE LLI WILL BE REVIEWED EACH YEAR TO ENSURE THAT IT IS OPERATING EFFECTIVELY AND THAT OUTCOMES ARE AS EXPECTED." |
